Zechs Merquise, after reverting to his true name.
After OZ's coup saw the Sanc Kingdom restored, Zechs took on his original name of Milliardo Peacecraft, and provided backing to his younger sister Relena by serving as his homeland's ambassador.
However, the Sanc Kingdom was destroyed a second time by the Romefeller Foundation. Quinze, leader of White Fang, sought him out while he was wallowing in despair and invited him to join them.
Once he became Commander of White Fang, he declared that he would wipe out the Earth in order to strike fear of war into the hearts of all mankind.
